The "chip" in these computers instructs the computer when and how to change the timing, fuel-to-air ratio, turbo boost, and other settings in your automobile. Since fuel efficiency must be competitive and emissions and other laws must be met, automakers frequently sacrifice a significant amount of sheer performance when it comes to these settings.
